Hundreds of Little Statues

At the shrine we visited near Tokyo Tower today, we came across all these little statues. Each one was equipped with its own pinwheel and flower vase, and they all wore clothes. Some were well maintained and wearing baby clothes and had huge pinwheels, while some were old and weathered, stone worn down and caps covered in moss. It was amazing! I'm not sure the significance, or who maintains them, though they're definitely not identically decorated!
